The Directorate has the following six-pronged programme mandate:

Ø  Scientific and Technical Exchange Programme (STEP) under the Nigerian Technical Cooperation Fund (NTCF);

Ø  Compilation and Management of Database of Experts;

Ø  Advocacy;

Ø  Collaboration with other Organizations;

Ø  Capacity Development Programmes; and

Ø  Technical Programmes.

Meet Our Director General

Col. Garba Moyi Isa (Rtd.) has been appointed as the substantive Director General of the Directorate of Technical Cooperation in Africa (DTCA), Ministry of Foreign Affairs.

Col. Isa was born in Isa town of Isa Local Government Area of Sokoto State in the year 1962. He attended JNI Primary School and later went to CAAS after which he joined Nigerian Defence Academy (NDA) on 10th January, 1983. He graduated from NDA in 1986 with the rank of 2lt and was posted to 123 Gds Bn in Ikeja, Lagos. From Ikeja he was posted to Dodon Barracks then to Badagry and Ikorodu after which he was posted to Owode Yewa in Ogun State. Other places he served include the following:

a.      Nassarawa State as Chairman Petroleum Distribution and Recruitment officer Nassarawa State.

b.      Acting Commandant Officer 192 Bn Sarti in Taraba State.

c.      Sector Commander in Koko, Delta State.

d.     Sector Commander in ESCRVOS/CHEVRON Delta State.

e.      Amphibious Training School Calabar Cross River State.

f.       Deport Nigeria Army in Kaduna State.

g.      NASI Jaji Kaduna State.

h.     Sector 3 Commander Niger Delta Rivers and Bayelsa States.

i.        82 Division Enugu-Enugu State.

j.        Commanding Officer174 Bn Ikorodu Lagos State.

k.      Liaison Officer British Military Advisory and Training Team-Defence Headquarters Abuja.

Col. Isa retired in 2014 as a Colonel and ventured into politics. He was elected Executive Chairman, Isa Local Government of Sokoto State after which he was appointed the Hon Commissioner for Careers and Security Matters, Sokoto State until he resigned as Commissioner. He has travelled very widely across the globe which include operations in Sierra Leone, Liberia and Bakassi. He is married with children. He loves reading, sports, and listening to news.
